The Red Cross is not all things to all people,

but some people want it to be:

The Red Cross has no mandate to do any such thing; it is a loosely coupled federation
of volunteers. If Rosen is so worried about the issue, he could put his volunteers
into the Red Cross org to see that adequate care is provided for the disabled.

I’m thinking of all the Americans in Iraq and Afghanistan, and all of those that fought in Vietnam and Korea - and on and on. The US is a martial society, sorry that you missed the memo.
