Sounds like an opportunity to me
Joe wonders how to determine condom consumption for certain weekends in the sprawling Moscow / Pullman metroplex. Simple; order these and hire people to sell them. I’m thinking something like the cigar women of yesteryear; someone who walks through the bars with cases of them and sells them for some pittance (say, a quarter). Do this every weekend before and after important events; do some statistics and you’re good-to-go.

Create a tax break and people will use it. Does the paper industry really need billions of dollars in subsidies a year?

If you think (rightly), that reducing the the supply of guns will result in fewer deaths, why don’t you agree with the author’s suggestion that increasing the supply of private meeting places will result in more prostitution/illicit sex?
Yes, what keeps me from “illicit sex” is a lack of private meeting places, not some desire to die of something other than an STD. Furthermore, I understand that life is a fatal, sexually transmitted condition.
