Government programmers write the buggiest code?
This is not news to me; the way I’ve explained it to people is that our test code at MSN Mobile had a higher bar for quality and review than production code at HHS. I was shocked that there were no code reviews, no security reviews, no nothing – code it up and deploy it.
I was also prohibited from contacting our customers (who worked in the same building as I did) to see how they used the software; modern tools were forbidden (even if free); and, to be blunt, HHS produced non-functional software that our users hated.
